It signifies that you're talking TO someone, using their name to address them, rather than talk ABOUT them. It's not a construct we use much in English. (The closest analogue would be "hey!" or, archaically, "O/Oh"). Rayeh is based on Raah, here referring to "going." Raayih is an active participle - "one who is going." So "Ya rayeh" means something like "O departing one" or "O emigrant" (from Algeria)
